Espionage ideas seem blatantly better, but court ideas have "Respected Authority", which reduces estate privilege impact on absolutism.My last horde game was Cherokee -> Horde, and I got a one-tag done before 1700 without firing Court and Country. With a superstable country, you can tank more OE, as a horde, you have enough mana, and there are enough sources of province warscore cost that you can take sufficiently large bites without maxing out absolutism.
